The dramatic incident unfolded when police spotted the car with suspected stolen number plates in Abbotsford shortly before 3:00am.
When officers attempted to intercept the car at a service station on Punt Road, the driver sped off.
The car hit two police vehicles before slamming into a pole near Victoria Street.
Police said they used a Taser and capsicum spray to arrest a man and woman at the scene.
They have been taken to hospital with non-life threatening injuries and will be interviewed at a later date.
