As a Democrat, I dream of an Upper House in our Parliament that is non-partisan and whose members comprise our finest minds, and our most passionate campaigners.
Men and women who want to use this privileged platform to serve the nation and not to lobby for their own personal interests.
It would be a House that scrutinises the legislation that comes before it, with a rigour based on knowledge and experience, and which, occasionally, asks the Commons to think again.
