Chloe Ayling: UK police arrest second man over kidnapping of model in Italy
British police have arrested the brother of a man suspected of abducting a British model in Milan and threatening to auction her online unless a ransom was paid.
Chloe Ayling told Italian police she had been held captive for six days after being lured to a photo shoot in Italy last month where she was kidnapped.
Italian police said they had arrested the alleged kidnapper, Lukasz Pawel Herba, a British resident born in Poland, and he had confessed to being involved in a plot.
Britain’s National Crime Agency said officers had detained his brother, Michal Konrad Herba, 36, in the Tividale area of Birmingham, central England on a European arrest warrant issued by Italian authorities.
He is due to appear at London’s Westminster Magistrates Court on August 17.
Ayling told police that when she arrived at the studio for the Milan photo shoot, she was drugged, gagged, bound, stuffed into a bag, put into the boot of a car and driven to a village near Turin in north-west Italy.

AUSTRALIA Residential construction heading for 31pc three-year collapse
Australia’s economy holds the world record for the longest recession-free run thanks, in large part, to a record home-building boom that offset the pain of the mining bust.
But that boom is already past its peak and there is much worse to come, according to the latest Building in Australia forecast from BIS Oxford Economics.
“We won’t see it impact significantly over the next six months,” said the economic forecasting firm’s managing director, Robert Mellor.
“But as we move into 2018, particularly as those big high-rise apartment projects come off — commencements have been falling for nearly 12 months in Brisbane and they’ll start falling in Sydney and Melbourne — 12 months down the track, the level of work being undertaken will decline significantly.”
BIS Oxford is forecasting the number of dwelling starts will decline from a peak above 230,000 to a trough around 160,000 within three years — a 31 per cent slump.

Security vetting of airport ground staff ‘too relaxed’, pilots say
The peak association representing air pilots has warned that some airport staff are gaining access to planes and equipment with minimal security screening.
While passengers are being subjected to increased screening measures in the wake of the weekend’s alleged bomb plot arrests, the Australian Federation of Air Pilots (AFAP) said treatment of ground staff like baggage handlers, caterers, contractors and engineers was too relaxed at some capital city airports.
This is unlike flight crew, who undergo the same screening processes as passengers.
AFAP safety and technical officer Marcus Diamond said air crew and ground crew should be treated in the same manner.
“We are calling for consistency in screening practices at main capital city airports around Australia for different types of staff,” he said.
“At one airport you will have ground staff requiring a personal check of their aviation security card [ASIC card] and any bags they are taking airside, whereas at another one they only swipe two doors and they are in.

Emma McKeon shines in disappointing swimming world championships for 8-placed Australia
Emma McKeon has become the first Australian woman to claim six medals at a world swimming championships after the Dolphins added more bronze on the final day at Budapest.
But it could not stop Australia finishing eighth on the overall tally with 10 medals, including a solitary gold — their lowest world titles haul since 1991 (eight).
It also marks the first time since 1986 that Australia finished outside the top five of the world titles medal tally.
McKeon’s medal haul
- 200m freestyle — silver
- 100m butterfly — silver
- 4x100m freestyle — silver
- 4x100m mixed medley — silver
- 4x200m freestyle — bronze
- 4x100m medley — bronze
McKeon completed her marathon seven-event program when she helped steer the women’s 4×100-metres medley relay team to bronze behind world-record-breaking gold medallists the United States, on day eight.
Olympic 400m gold medallist Mack Horton was third in the 1,500m freestyle final claimed by Italy’s defending champion Greg Paltrinieri, at Duna Arena.
Australia finished the eight-day titles with five silver, four bronze and a 200m backstroke gold to defending champion Emily Seebohm.
The Dolphins were second at the 2015 world titles in Russia with 16 medals including seven gold — one behind winners the US.
However, the US dominated this year’s world championships, topping the table with a new American record of 38 medals, including 18 gold.
Apart from Seebohm, McKeon was a shining light in Hungary, collecting four silver and two bronze medals.

Donald Trump says transgender individuals can no longer serve in US military in any capacity
Trump has said he will not allow transgender individuals to serve in the United States military in any capacity, seemingly unwinding landmark Pentagon policy just 12 months after a transgender ban was lifted.

- Mr Trump says the military can no longer be burdened by transgender individuals
- It is unclear what will happen to the thousands currently serving in the military
- Pentagon refers all questions to the White House, rights groups say to get lawyers
“After consultation with my Generals and military experts, please be advised that the United States Government will not accept or allow transgender individuals to serve in any capacity in the US Military,” Mr Trump wrote on Twitter.
The Pentagon released a statement saying that all questions on Mr Trump’s transgender ban should be referred to the White House.
The announcement, in a series of unexpected Twitter posts, drew swift condemnation from rights groups and politicians on both sides as “raw prejudice” with purely political motives, but it was praised by conservative activists and some Republicans.

Wimbledon: Garbine Muguruza defeats Venus Williams in final to claim second major singles title
It was a tale of two coaches and two sisters for Garbine Muguruza, as the Spaniard found the formula to steer her way through a barrage of high-intensity tennis against Venus Williams and claim her first Wimbledon crown.
The moment of truth came in the 10th game when her Williams, 37 but playing with the energy of a teenager, threatened to cut loose after a captivating half hour of play.
The Venezuela-born 23-year-old faced two set points on her own serve but held her nerve to win them both, before reeling off the next nine games against the seven-time major singles champion, a player she idolised in her youth.
“I was so excited to go out there and win, especially over somebody like a role model,” said Muguruza following the 7-5, 6-0 victory that brought her her second major singles title.

More than 100 people have been shot in Chicago since noon on Friday
A late surge in shootings saw at least six people killed and 28 others wounded in less than 12 hours overnight, bringing the total number of people shot over the four-day weekend to more than 100.

London tower fire: Toll rises to 12 as police warn more deaths expected
The death toll in a blaze that engulfed a 24-storey housing block in central London, trapping residents as they slept, has risen to at least 12 people and is expected to increase, police say.

More than 200 firefighters, backed up by 40 fire engines, fought for hours to try to control the fire, London’s deadliest in a generation.
More than 16 hours after the fire started, crews were still trying to douse flames.
London police commander Stuart Cundy told reporters he did not believe further survivors would be found in the building.
Mr Cundy warned the death toll was likely to rise “during what will be a complex recovery operation over a number of days”.

Manila: Gunman fires shots, sets fire to casino at Resorts World complex;
A gunman with an assault rifle burst into a casino, fired shots and set gaming tables alight in the Philippine capital Manila, the country’s police chief has said, but there was no indication the attack was an act of terrorism.

- The gunman is believed to have escaped
- People are being treated for minor injuries sustained in the panic at a nearby hospital
- Manila is on high alert as the country fights an Islamist rebel insurgency in the south
National police chief Ronald dela Rosa told local radio the lone gunman had not aimed his weapon at people at the Resorts World Manila entertainment complex, and robbery could have been the motive.
Shots and loud bangs rang out shortly after midnight in the buildings close to Terminal Three of Ninoy Aquino International Airport and an air force base.
Resorts World Manila said on social media it was in lockdown.

Reaction as Chelsea win the league
Chelsea went into their match with West Bromwich Albion knowing a win would secure the league title.
The Premier Leage trophy returns to Stamford Bridge. On Friday at West Brom, the Blues won 1-0 behind a late goal from Michy Batshuayi to win the league crown in Antonio Conte’s first year in charge. In a match that was back and forth but lacked quality chances, the Belgian striker was able to put one away from close, capitalizing on West Brom’s sloppy play at the back.
And that clinches the league crown. Entering the day with a seven-point lead over Tottenham, Chelsea didn’t want to wait to lift the trophy. Instead, they celebrate at the Hawthorns, with an unlikely hero saving the day.
Batshuayi joined the London club from Marseille in the summer but hasn’t done much. Friday was his 18th appearance for the club, and just his second goal of the league campaign. But with that, he gets his first team trophy and returns Chelsea to the summit of the Premier League.
