Police attended a property outside of Whangarei and discovered the bodies of the two women and an injured man.
Authorities say the trio went to the property as part of a routine house inspection when they were shot at.
Police tried to negotiate with a fourth man, believed to be the offender, however he shot at authorities after tear gas was deployed.
The property caught fire during the encounter and was subsequently engulfed in flames.
It is not believed the alleged offender survived the fire.
The injured man has been admitted to Whangarei Hospital where he remains in a stable condition.
Police believe the two women killed were related.
An exclusion zone has been set up around the home, with authorities planning to talk to anyone who witnessed the events.

A Thai court began handing down guilty verdicts Wednesday at the culmination of the country’s largest ever human trafficking trial, Reuters reports.
Bangkok’s Criminal Court Division for Human Trafficking had been trying 103 suspects — including 20 government officials and a Thai army general — accused of trafficking stateless Rohingya Muslims from Myanmar and Bangladeshi nationals across the Thai-Malaysia border.
Thai authorities began making arrests in 2015 after dozens of trafficking victims were found buried in a mass grave in a jungle in the country’s south. Some of the suspects in the case face life imprisonment for human trafficking, holding people for ransom, murder, and other crimes.
Only one of 22 defendants whose cases concluded in a morning session was found not guilty, according to Reuters. More guilty verdicts are expected to follow.
Southeast Asia-based non-profit Fortify Rights called the trial an “unprecedented effort by Thai authorities to hold perpetrators of human trafficking accountable” in a press release Tuesday, but noted that the proceedings were beset by threats against witnesses, interpreters and police investigators.

Family and friends of Baxter Reid said the 26-year-old was being held at the Buffalo Federal Detention Facility in upstate New York after being detained by US immigration officials.
According to Mr Reid’s family, Baxter had been in the US on a five-year visa, which required him to leave the country every six months.
He was reportedly trying to travel to Canada to fulfil this requirement when he was detained.
Yesterday Mr Reid’s brother Alexander said his family feared it could take up to six months for Baxter to receive a court date.
But today Mr Reid’s girlfriend Heather Kancso said a court date had been set for May 10.
“The past 24 hours have been a whirlwind to say the least,” she said.
“But he did receive a court date today. He will appear in front of a judge for his first bonds hearing on May 10 at 1:00pm.”
Ms Kancso said it was possible Mr Reid would be granted bail, but she said she was cautious of getting her hopes up.
“I’m learning to roll with the punches in this whole situation, though I’m hoping for the best possible outcome that is for sure,” she said.
“I’ve been in contact with Baxter every single day.
“He’s doing about as good as anybody who has no prior criminal record that is now sitting in jail can possibly do.
“He’s definitely in good spirits and he’s trying to see the bright side of things.”
When Mr Reid was first detained, Ms Kancso set up a Go Fund Me page with a goal of $8,000, in an attempt to help with legal fees.
She said both she and Mr Reid were shocked and thankful for how much support they had received.
“We’ve actually gone over our goal by $500 the last time I checked,” she said.
“It’s incredible, I don’t have words for how grateful I am.”
Swedish rescue officials say a bus with some 60 people on board — mostly schoolchildren — has crashed in central Sweden, resulting in many injuries.
Rescue services spokesman Peter Nystedt says some 25 people were injured — some seriously — in the accident on a main highway, south of Sveg, a small town 430 kilometers (260 miles) northwest from the capital, Stockholm.
The bus reportedly was en route to a ski resort on Sunday morning, local media said. Pictures showed the bus lying on its side in a ditch beside the highway.

President Donald Trump might have leaked his own tax returns because they were stamped ‘Client Copy’, according to Pulitzer Prize-winning journalist David Cay Johnston, who says he received the 2005 document anonymously.
Johnston told MSNBC’s Rachel Maddow that it’s ‘entirely possible’ Trump sent out the documents, since they appeared to paint the president in a favorable light.
‘By the way, let me point out that it’s entirely possible that Donald Trump sent this to me. Donald Trump has, over the years, leaked all sorts of things,’ the DCReport.org founder, who received the document by mail, said.

Now that Snap Inc. – the parent company of the photo sharing app – has completed its initial public offering on the New York Stock Exchange, Mr Liew’s company is currently sitting on a $2 billion profit from the investment.
