Witnesses at the scene said they heard three gunshots before the suspect was taken into custody at 3rd and Independence Avenues in Washington DC.
Pedestrians were told to get off the streets while several buildings were placed on lock down.

Three TSA workers have been injured by an unknown hazardous material at LaGuardia Airport.
The FDNY arrived at New York’s busy transport hub early on Wednesday morning after the workers started getting sick at Terminal B.
It is not known what material they were exposed to.
The employees said they started suffering from eye irritation, CBS New York reported.
The terminal was closed for half an hour but has since reopened.

Newspapers and media sites across Europe have responded to Prime Minister Theresa May‘s launch of Brexit in a series of front pages.
May officially invoked Article 50 on Tuesday night by signing a letter to the European Union Council President Donald Tusk.
May is due to tell House of Commons that she has invoked Article 50 of the EU’s key treaty, the trigger for a two-year countdown to Britain’s exit.
The letter, which is several pages long, was whisked to Brussels aboard a Eurostar train, British media reported. Barrow arrived at European Council headquarters carrying a briefcase Wednesday morning, before his appointment with Tusk.
Since photos emerged of May signing the documents, papers and news sites across Europe have reacted to the launch of Brexit.

A man has reportedly jumped off Westminster Bridge a week after a terror attack brought carnage to the London landmark.
The Met Police said: ‘Emergency Services are dealing with reports of a man in the water near Westminster Bridge. This is not being treated as suspicious.’
The incident unfolded ahead of the planned closure of the bridge for a minute’s silence at 2:40pm and a vigil commemorating those killed last week.

A brave air stewardess helped to land a German aircraft after the co-pilot passed out in the middle of a flight.
A TUIfly plane traveling from Hannover to Mallorca was in French airspace when it got into trouble on October 11 last year, investigators say.
The co-pilot of the Boeing 747-800 passed out due to extremely low blood pressure around 5.30am, forcing an air stewardess to take his place during landing.
The plane, which was carrying 195 passengers and crew, landed safely in Spain.
Investigators from the German Federal Bureau of Aircraft Accident Investigation published details of the emergency on Tuesday.
The report says the co-pilot had just used the bathroom when he suddenly felt unwell and had to lie down in the forward galley.

The Japanese firm confirmed the development as it faces a growing bill from a business beset by project delays, cost over-runs and allegations of accounting fraud.
The struggles at WE were largely borne out of the world shying away from nuclear energy in the aftermath of the Fukushima nuclear disaster in 2011, caused by the Pacific earthquake and tsunami.
Toshiba put WE liabilities at almost $10bn (£8bn) as of December – saying that it expected its net loss for the current financial year to the end of March could top 1tn yen (£7.2bn).
“Since December 2016, WE and Toshiba have been working to determine the scale of the possible loss, investigate the causes and to implement preventive measures and actions,” the company said.

Daisy Ridley’s Rey brandished a lightsaber in a Star Wars: The Last Jedi teaser shown Tuesday at CinemaCon in Las Vegas.
The visual was part of Disney’s showcase for the franchise at the convention, which is aimed at owners of movie theaters, as well as media outlets covering the goings-on at the pop culture-rich convention.
Some on hand relayed the surprising reveal of the footage – which has yet to be showcased to the general public – via social media.
And Politico’s Eric Geller joked, ‘I will be insufferable by December, this account will be 90% GIFs of Rey wielding a lightsaber, just warning you all now.’
The lightsaber has been a staple of the Star Wars franchise, considered by and large the elite of all weaponry, used by franchise icons such as Luke Skywalker, Obi-Wan Kenobi, Darth Vader and Yoda, among others.
